Community College Approves Budget for 2011-12

The three primary revenue sources for the college include state appropriations, local property taxes and tuition. The 2011-12 budget reflects a 7 percent reduction in appropriations from the state of Missouri compared to 2010-11.  Property tax revenue is expected to decrease slightly due to declining assessed property values in St. Charles County. Tuition revenue is expected to increase nearly 7 percent compared to actual revenue from 2010-11 due to a 1 percent increase in total student credit hours and a $5 increase per credit hour for in-district students (out-of-district tuition rates were increased accordingly).

The 2011-12 budget reflects a 4.7 percent increase over the budget that was approved for 2010-11.  A $5 increase in the $80 per credit hour tuition rate was approved by the Board of Trustees in February and was put into effect with the summer 2011 term.

Projected expenditures include funding for English, chemistry and history faculty positions and full-time positions in information technology and human resources.  Other expenditures included $403,273 in new capital equipment and contracts (much of which is designated for matching funds for federal grants); increases in employee health insurance premiums and state retirement programs; a market adjustment for full-time faculty; and a 2 percent general salary increase for faculty and staff.

The 2011-12 revenue and expenditure projections for SCC were developed through a planning process to meet student needs and prepare for the future, according to Todd Galbierz, SCC vice president for administrative services.

At a glance, the following are projected revenues for 2011-12:

–      State appropriations, $7,293,900. 

–      Student tuition, $16,130,000.

–      Local tax revenue, $13,464,000. 

–      Vocational grants and contracts, $155,000.

–      Investment Earnings, $101,300. 

–      Other miscellaneous revenues, $325,800. 

The 2011-12 budget is balanced, Galbierz said, and the college has sufficient reserves going into the new fiscal year. 

SCC serves more than 11,000 students each year in its credit classes, with more than 56,000 additional enrollments in various non-credit, continuing education programs and activities.

Nearly 3,500 students are enrolled in summer classes and enrollment for fall classes is now under way, with fall semester classes to start on Aug. 20.
